Enterprise & Solution Architecture

Two Government Agencies were amalgamated to form a new Department.


Cathara Consulting was engaged to provide a certified TOGAF Enterprise Architect to provide technical expertise and guidance to the client’s architecture team to assist with the merger, future planning and direction.
It was critical to take into account a programme that aims to provide Government with the enabling infrastructure upon which the Digital WA strategic outcomes will be delivered, through simplifying its technology environments and better connecting them together.


We were responsible for two major streams of work in order to meet the Department’s objectives:

The delivery of an Architecture Governance Framework – We developed an overarching tailored Solution Architecture governance framework that could be applied within the context of projects of varying sizes, as well as operational activities. The framework was designed to identify relevant processes.

The completion of an Applicant & Technology Asset Portfolio Assessment – An analysis of the technology and business application currently implemented within both the agencies being amalgamated into the new Department was performed. This assessment was intended to provide the Department with visibility of the different IT assets, their business fit, technical condition, potential overlap and related rationalisation opportunities.

Over a thousand assets exist in the technology portfolio of the combined Departments. A critical and integral part of this engagement was that any transformation of the business should result in a future state architecture that is more amenable to migration to a new platform and/or utilisation of existing and future cloud solutions.


Cathara Consulting was successful in developing and implementing an Architectural Governance Framework that integrates the IT Project Framework. Some of the deliverables were:

  • Architecture Checklist, As-Built Checklist and Design Checklist
  • Architecture Definition Document Template
  • Technical Detailed Design Template
  • IT Project Framework Architecture Checkpoints, Process Updates and Framework Process

As contributors to the Asset Portfolio Assessment, some of the deliverables were:

  • Application and Technology Portfolio Analysis Tools
  • Business Capability Model and Technology Reference Model
  • Planning and Discovery Presentation

This work has received endorsement and positive feedback from the Department.
